The measurement required is the Circumference of the hand
measured around the knuckles of a flat, relaxed, hand (not the finger knuckles)

As a general guide, for fractions of an inch measured:
For Glove Liners, Round Down
For Gloves (Leather & Textile) Round Up

7" - S
8" - M
9" - L
10" - XL
11" - XXL
12" (hams!) - XXXL
